I used to work as a foodservice worker in facilities like these, and it distresses me that anyone would allow the residents to be attacked like this. Perhaps they would be best served to call this PMP Hall of Famer to help them develop adequate strategies to combat the rodents.
With all due respect, this is a disgraceful story. I hope heads roll.

I just read the article you linked. Australia is noted for having massive plagues of mice. So bad that the snakes become so full that they can’t eat any more mice. I would guess that they come under attack then. I don’t know if this is one of those situations, but I don’t think the facility is as responsible for this outrageous situation as is the Australian EPA. The finger of blame needs to be pointed in the right direction here and abroad.
